Options Appraisal of the Youth and Community Centre

It is proposed to undertake an options appraisal of the YCC.

The following options have been defined as being available for the future of the YCC. A Decision on these Options must primarily satisfy the need for the building to be used, in the majority, by the Youth of the Village and be suitable for as wide a range of facilities and users as possible.

There are two defined sets of options, one being the “users” and the other being the “building”


User Options.

1. Continued use by existing regular users.

2. Increased use by existing regular users.

3. Increasing the variety and number of regular users.

4. Increasing the number of casual users.

5. A combination of the above

Building Options

1. No Changes to building.

2. Internal Cosmetic changes to the building.

3. Internal Structural changes to the building.

4. External cosmetic changes to the building.

5. A combination of the above.



Objective
It is understood that the user and building options are closely linked due to the requirements of each user. The objective, therefore, is to involve all stakeholders, including existing, potential, regular and occasional users, in defining the options that will produce the most appeal to the widest user base.


Competition and Co-ordination.
While undertaking the options appraisal, the committee will give due consideration to other existing and potential facilities within the village.

Options Appraisal Panel
It is therefore proposed to create a panel which includes all current and potential users, both regular and casual and, where possible, include representatives from other facilities in the village.



Stages

This process will be undertaken in the following stages.

Stage 1. (September/October 2004)
A broad options appraisal to identify which existing and potential (both regular and casual) users of the YCC would increase their usage of the building, if improvements were made. To enable this process, a meeting of existing and potential stakeholders will be held on 14th September 2004 at 7.30pm, in the YCC.

Stage 1 Review (End October 2004)
Should there be no evidence of increased usage being likely, due to some level of improvement or change in the building, then no investment would seem to be worthwhile.

However, should evidence be found that increased usage would occur due to some level of improvement and change, then the amount of increased usage would be used as a guide to the amount of investment that may be worthwhile, and the panel will proceed to stage 2.

Stage 2. (November 2004)
A more detailed options appraisal with users identified in Stage 1, to ascertain precisely which improvements would have the optimum benefit for all those identified users who would increase usage should such improvements be made.

Stage 3. (Early December 2004)
A best value review of the findings of stage 2 will take place to ensure that the balance between increased usage and each improvement is correct. The optimum principle being, the least expenditure and the Maximum increase in use.

Stage 4. (Mid December 2004)
A full report of the options appraisal will be presented to Full Parish Council for consideration in December 2004.
